LEVELS OF SERVICES

The Operator (Gateway Operations) is committed to ensuring resources are continually in place to achieve and/or exceed the levels of services.  The key objectives for achieving our levels of services for summer and winter programs are listed below:



Public Inquiries:

Road Patrolling:  

Winter patrol (Nov 01st to March 31st) is continuous 24 hours per day based on 2 shifts.

Summer patrol (April 01st to Oct 31st) is 7 days per week (generally 10 hours per day during day light hours) and on call for emergencies.


Asphalt Concrete Pavements (Roadways):

Receives annual detailed inspection each spring

Maintain pavement surfaces in a smooth, stable and safe condition

o Potholes repaired within 48 hours of discovery (extended for winter conditions)

o Ruts > 20mm repaired by October 31 each year

o Cracks > 3mm sealed at least every 4 years

Pavement markings restriped each year


Shoulders:

Maintain a smooth, safe shoulder to accommodate positive drainage and emergency stopping of vehicles

o Washout depth in granular shoulder > 50mm repaired within 10 days of discovery

o Washout depth in granular shoulder > 100mm repaired within 2 days of discovery


Vegetation Control (Grass & Brush):

Ensure the safety of the travelling public and provide a visually pleasing roadside environment

o All foreslopes including bottom of ditch receive 1 cut each year

o All backslopes receive 1 cut every 3 years

o All roadside slopes greater than 3:1 or areas within 30m of a watercourse will not normally be cut


Facility Cleaning:

Ensure an orderly appearance reasonably free of litter and debris

o Debris posing a hazard or nuisance removed immediately upon discovery

o Observed localized litter problems removed within 5 days of discovery

o Graffiti visible to the Facility users removed or covered within 20 days of discovery

o Accumulation of gravel, sand and dirt located on roadways exceeding 10mm in depth removed each year by May 15

o Bridge cleaning completed annually each spring by June 30


Highway Illumination

Illumination and its associated components consisting of poles, supports, luminaires, kiosks receive various levels of inspection from daily visual patrols to biennial detailed inspections

Illumination outages repaired within 2 to 5 days of discovery depending on severity


Ground Mounted Signs

Signs and their associated components receive daily road patrol inspections

Guide and Information signs receive a biennial reflectivity inspection beginning 10 years after new sign installation

Signs reported deficient repaired within 1 to 30 days of discovery depending on sign type and severity


Guide Rail Systems

Guiderails and their associated components receive daily road patrol inspections and a biennial detailed inspection by 
June 30

Minor defects repaired annually by September 30

Severe defects repaired within 10 days of discovery (extended for winter conditions)


Fences

Fences and their associated components receive daily road patrol inspections and a biennial detailed inspection by May 31

Minor defects repaired within 45 days of discovery

Severe defects repaired within 20 days of discovery


Snow and Ice Control

In ready mode between the periods of October 15 and April 15

Plowing to commence prior to snow accumulations reaching 2cms on any travel lane

Maximum snow accumulation on travel lanes < 4cms, recognizing blowing and drifting snow conditions can cause localized accumulations to exceed 4cms

Plowing coverage will be continuous of both shoulder and driving surfaces based on strategic plow routes

Plow all snow and ice from the surfaces of the travel lanes and shoulders (excluding areas in front of guiderails and barriers) within 24 hours following the end of the storm unless otherwise noted below

Between Exit 114 and Exit 137, plow all snow from the surfaces within 4 hours following the end of the storm, if the storm ends between 2am and 6pm

Between Exit 114 and Exit 137, plow all snow from the surfaces by 6am following the end of the storm, if the storm ends between 6pm and 2am

Plowing of interchange ramps will be conducted independently of the mainlanes and will result in snow windrows ≤ 30cms in height at interchange exits or entrances

Snow and ice build-up in front of guiderails or barriers located on the right side will be removed within 72 hours following the end of the storm, and within 120 hours on the left side following the end of the storm
